That is not accurate. A PS4 cannot play PS3 games and probably won't ever be able to even with home brew. What is coming out is a streaming service where you'll use your PS4 or Vita or certain TVs or phones etc to play a game via streaming, so it'll be running on some server farm somewhere and the image will be beamed to your screen and your inputs beamed to that server.
