This actually happened to me as well, I did a full shutdown and unplugged my console 3 separate times and it fixed it for me. Unfortunately this seems to be affecting allot of people I'm sure a fix will go out for it soon so please be patient with Microsoft I would not rebuy your packs.
You can always try uninstalling and then reinstalling your game and hope that it pulls your info from the cloud upon re-installation,.
