Turn on the computer. If the computer was already on, reboot it now that the USB drive is attached. Click Troubleshoot. A list of options will appear. Click Recover from a drive. This will wipe all data off the PC and install a fresh version of Windows Follow the on-screen instructions to complete the installation.
Method 3. Go to the Microsoft software download site on a working computer. Click Download tool now. A file manager window will appear. Click Save to download the tool.
It may take several minutes for the download to complete. Double-click the downloaded tool. It should be in the Downloads folder. You may have to click Yes or Allow to run the tool. Review the agreement and click Accept. Select Create installation media and click Next. Windows 10 will now download to the computer. Click Accept when prompted. This downloads additional updates for the installation media. Follow the on-screen instructions to create installation media. Once the media is created, remove the drive or DVD from the working computer.
Connect the installation media to the PC on which you want to reinstall Windows. The PC will boot from the inserted media and start the install process. Select your language and other preferences and click Next. The options may vary depending on your location. Click Install now.
If you upgraded to Windows 10 from an earlier version for free or purchased Windows from the Microsoft Store, click Skip. Windows will activate itself automatically once installed. Accept the terms and click Next. The remaining steps will walk you through the installation process. Follow the on-screen instructions to reinstall Windows. As I originally stated "I can't get into the desktop via normal mode or safe mode" I was looking for an alternative repair install method that was nondestructive to the original file structure since I was unable to run the Repair install inside Windows. I'm sorry for not posting 3c, I did try enabling the admin account, but it didn't fix anything.
I stopped after 3c, since Steps 4 and after weren't relevant to what I was trying to accomplish. My apologies for the unhelpful mark. It popped up and asked me if your reply was helpful and it wasn't. It had nothing to do with you or your assistance in trying to help me. I had already tried most of those things and I was no further along with this issue. I have no intention of leaving you with a bad report. Is that correct? If that's the case, I'll do a fresh install and start reinstalling programs and restore the data.
Most of these have been tried but I'm going to do them in order as you presented them. It did mention some log file couldn't be transferred.
Ah, unfortunately you had the pleasure of meeting the same person I did. I was trying to install a game with many complications and wanted to know a fix without reinstalling windows. The guy here "Greg" gave me some things to try that corrupted windows so much that I lost all my basic applications. Then proceeded to get more and more aggressive with me as I was rating his reviews unhelpful. Do yourself a favor and just do a fresh install of windows. After I called out his aggression and reported him, he edited all of his answers and took out anything that was even remotely rude to make himself look good.
It's a shame that Microsoft lets him work under their name. Edit: Quoting his post now so he can't edit it out. I dont' see results of the other repair steps I gave. Instead I see that before completing all of the steps you rated my post unhelpful, even though I gave you all possible steps to repair Windows, answered your question clearly about how you reinstall Windows while saving files, apps and settings, and said I was standing by to help you further.

If the answer is posted somewhere please share the link that has worked. Also found an article about using bootrec but it says it there are zero windows installations. I can get to the C: drive and see all the files and they are accessible. When I tried to do the upgrade for a repair I got this: "The upgrade option isn't available if you start your computer using installation media. Help me great and powerful people of the mighty interwebs Thanks in advance for any advice.
